Season 2010/2011 BBO League Regulations
Rules to be applied to BBO Leagues (Level 8 and below)
The English Clubs Championship (ECC) regulations will apply to all Berks, Bucks & Oxon Leagues, with the exception of the following amendments;
1. Regulation 13.3.1 Eligible Clubs
At Level 8 and below 2^nd/3^rd/4^th or lower teams of Clubs already playing in the ECC, will be eligible to be included. Such teams will be known by their Club name and numbered 2^nd, 3^rd, 4^th etc. The level at which these teams enter the ECC will be decided by the League Organising Committee.
2. Regulation 13.4.1 Effective Registration
This will not apply to players in 2^nd/3^rd/4^th XVs, however players must not hold effective registration for any other Club. All Club’s are encouraged to register their players, but remain within the 100 player limit. 
3. Regulation 13.5.11 Front Row Replacements
At Level 9 and below, provided teams start the match with suitably trained and competent front row players, in the event of the match going to uncontested scrums, the result at the final whistle will stand.
At Level 9 and below, a team that is unable start a match with suitably trained and competent front row players, will forfeit the match, however they will not be deducted League points if the match takes place as a friendly and result in a 0-0 win for the opposition . This will be recorded on the match result card by the referee and Club officials. Note: The only acceptable reason for not fulfilling a fixture is, if a pitch is deemed unfit to use and no alternative is available. Failing to fulfil a fixture for any other reason is an automatic five point deduction for the offending team, the non-offending team will be awarded a nil-nil win.
4. Regulation 13.5.6 (C) Replacements/Substitutes
At Level 9 and below, teams will be allowed extra replacements/substitutes above the normal three (3) permitted. Up to seven (7) may be used provided that both teams have the same number available. Teams are encouraged to even up the number of players available on each side at the start of the game.
5. Regulation 13.6.12 Match Result Cards
This regulation will be enforced at all levels within the BBO Leagues. All players and replacements must be entered on the correct match result card and posted onto the South West Administration Office without delay.
6. Regulation 13.2.7 Promotion and Relegation.
Not more than one team from a Club can play at the same level at anytime. This may cause a knock-on effect within a Club if a higher placed team is relegated into the same level as the lower team. In which case the lower team shall also be relegated. If a higher team is relegated and a lower team was eligible for promotion into the same level, the lower team will be denied promotion. A lower team will be denied promotion into the same level as a higher team from the same Club. Only 1^st XVs can be promoted above Level 8. All decisions regarding promotion and relegation will rest with the BBO League Organising Committee. 
7. Extra Regulations for BBO Leagues only;
In the event of a Club having more than one team in the ECC , the higher teams match will always take precedence over the lower side. Therefore, if a 2^nd XV cancels a fixture, citing lack of players, and the 3^rd XV from the same Club fulfils it fixture, the League Secretary will have the discretion to set aside the result of the 3^rd XV fixture and award a nil-nil win to the 3^rd XV opposition. The 2^nd XV will automatically have five points deducted for failing to fulfil its fixture.
